Lucille Pacey is the former President & CEO of Arts Umbrella, Canada’s visual and performing arts institute for young people ages 2 to 19.

Arts Umbrella began in 1979 with four classes and 45 children.  It has grown to more than 270 weekly classes, reaching more than 22,000 children a year.  Arts Umbrella’s mandate is to provide quality art education to all children.  85% of the students who participate in the classes do so through free outreach, bursary and scholarship programs.

Lucille’s extensive experience in the education and technology sectors covers more than 20 years.  As Vice-President of the Open Learning Agency, she directed operating responsibility for the Open University. Open College, Open School and the Knowledge Network (the public educational television service in British Columbia). 

Prior to joining Arts Umbrella she consulted with the education sector and most notably was on contract with the Reed Midem Organization based in Paris, where she helped launch an international market for educational services and products.

Lucille holds a Masters degree in Educational Administration from the University of Alberta.  She has participated in numerous initiatives related to policy development for the social uses of technology (public education and distance education) and has sat on many boards and associations related to technology research, new applications and new approaches to life-long learning.

Lucille is currently the Chair of the National Board for Culture Days; she sits on the Vancouver Biennale Board and is a member of the International Woman’s Forum in Vancouver. She has served as President of the Canadian Association for Distance Education, was the founding President of the non-profit society Art Starts in Schools and Chaired the CANARIE Board, Canada’s Network for Advanced Research
